Did fixings/add numbers (If you copy+paste this somewhere before, I suggest to just recopy the whole thing again). The Citadel Defense Force should be 100% correct now, organized neater and also added where to turn them in.

I also got some PMs asking what is the maximum/perfect number you can get - I’ll say this: look at the list and see which ones are applicable to your playthrough, a lot of the differences are quite negligible at best imo. So don’t let the idea of a “perfect” playthrough (or the ending) ruin your experience of the trilogy. The second post below shows the comparisons between the major decisions for all three games.

So what are War Assets, Total Military Strength, Effective Military Strength and Readiness Rating?! How do they affect the ending of the game?

Your War Assets will add up to your Total Military Strength (TMS) but this is not what that determines the ending options of the game. Effective Military Strength (EMS) is what that affects it. 

EMS = TMS multiplied by % of your Readiness Rating. 

Readiness Rating will stay at 50% default, you can increase it through Multiplayer, the iOS apps Mass Effect Infiltrator & Datapad. Datapad is the only "pure" free option... but only if you own an iOS device.

Also for those asking what the maximum amount of TMS one can get in the SP campaign, it is 7530 (which basically translates to 3765 EMS with no multiplayer)... which means that it is impossible to get the extra cutscene in the Destroy ending at the moment as it requires you to have 4000 EMS at the minimum (and depending on your actions with TIM, it may be increased to 5000). Note that this number is needed to be achieved before you do the Cerberus Headquarters NOT London. I think there should more than enough numbers to unlock the Synthesis ending though even without multiplayer or an imported save (i.e: achievable through a fresh ME3 game - I will test it some day).

The list is based on the SP campaign only, thus I will not add the war assets that can be gained from Multiplayer and Mass Effect Infiltrator!

Mass Effect 2: Have Thane Krios survive the Suicide Mission
Mass Effect 3: Acquired after Priority: Sur'Kesh, lost if Thane Krios did not survive the event of Mass Effect 2

Salarian Third Fleet

Note: does not matter whether Wrex or Wreav is leading the Krogans, or whether Maelon's data is kept in Mass Effect 2 or whether Mordin survives Mass Effect 2 (although the decision to sabotage the cure may affect the points on those respective war assets)

Salarian Special Tasks Group

*** Conditions to get this seems to be unknown/bugged atm, mined data files suggest that you will get this if Kirrahe is alive (makes sense since he says he will get some og his STG friends to help). However this is not the case in the game atm, this unlocks for me on the playthroughs that do not have Kirrahe alive. It's odd that this is worth more than Kirrahe himself.

Mordin Solus
Total: 25 points

- Mass Effect: Kill or have Ashley kill Wrex during Virmire.
- Mass Effect 2: Destroy Maelon's data during Mordin's loyalty mission, have Mordin survive the Suicide Mission
Mass Effect 3: Do not inform the group of the Dalatrass' plan to sabotage the cure, providing the Mass Effect and Mass Effect 2 requirements above are met, Mordin can be persuaded to let the cure be sabotaged.

- Mass Effect 3: After Priority: Citadel II, Anderson will send an email regarding Kai Leng's dossier, read it and warn Miranda about him when you contact her in the Citadel in the C-Sec office. Give her Alliance Resources when you meet her in the Presidium Common during her third visit (she will not send an e-mail on this so check the Apartment area often and see if Miranda is there), doing these will ensure she survives Horizon.

Note: Many people reported that if you romanced Miranda in Mass Effect 2 then broke up with her in Mass Effect 3, she will die in Horizon even if you did all of the above. Failing the persuassion check with Henry Lawson and failing to shoot him yourself will also lead to her death.

Ex-Cerberus Engineers
Total: 10 points

- Mass Effect 2:  Requires Shepard to be friendly enough and have dinner with Kelly Chambers. Ensure her survival in the Suicide Mission.
- Mass Effect 3:  Convince her to change her identity before Priority: Citadel II and do not Renegade interrupt her when she confessed about spying for Cerberus.

Quick tip: press Ctrl+F if you need to find a specific asset in this mass of list... I'm sorry the formatting is not as good as I want it to be but I already tried re-fixing the whole lits only to find it going haywire ater I press submit.

Also the total maximum numbers listed do not include the modifiers from the cabin interview with Allers since it's pretty much an either or...

So decisions, decisions... and math...

 Diana Allers:

She herself will net +5 to the Alliance. She will have 3 cabin interviews in total (+15)...

One will add +5 to either Krogan Clans (Paragon) or Turian Seventh Fleet (Renegade), one will add to either 103rd Marine Division (Paragon) or Alliance Fifth Fleet (Renegade) and one will add to either Geth Corps (Paragon) or Geth Fleet (Renegade).

+ 20 in total: quite measly so if you really want to kick her out, go ahead.

 

Geth VS Quarians: 

Ideally, you will want to achieve peace between the two. If you can't then...

Quarian (825 points, must DESTROY the Geth Heretics in Mass Effect 2) VS Geth (810 points, must REWRITE Geth Heretics in Mass Effect 2). So choose between the two factions depending on your choice of the Heretics in Mass Effect 2. Destroy, go for Quarians and rewrite go for Geth...

There's a loss of 150 each for either the Quarians or the Geth and an added 150 for the other depending on your decision on the Heretics. If you achieve peace for both, the total number will be 1335 and the decisions of the Geth heretics "cancel" each other out. This will only adversely affect the war assets if peace cannot be obtained between both.

Sacrifice or Save the Original Council (Mass Effect):

Saving the original Council:
- 100 from Alliance number (-25 each in Alliance First, Third and Fifth Fleet & Admiral Mikhailovich)
+ 70 from Destiny Ascension
+125 (or 133) from Salarian Third Fleet if you managed to keep the male/old Salarian Councilor alive (requires either Thane or Kirrahe to be alive)


Sacrificing the original Council:

Getting the maximum, quick list of the major decisions from the trilogy requries you to:

Mass Effect:
- Kill Wrex during the Virmire confrontation.
- Save the Rachni Queen
- Save the Council

Mass Effect 2:
- Do everybody's loyalty missions, make sure you retain their loyalty (note: Miranda VS Jack, Tali VS Legion)
- Save Maelon's data in Mordin's loyalty mission
- Everybody survive the Suicide Mission
- Save the Collector's Base

Mass Effect 3:
- Save the Rachni Queen (must be the one from Noveria)
- Sabotage the Genophage cure

No it's fine, in fact I'll rather have people's inputs, thanks for pointing out stuffs! The list is massive... Wasn't too sure abot the Hanar Diplomat quest because it bugged for me.

EDIT: Good Lord, this forum's coding is insane.

that might explain it. If you go along with the Plan (kill the General) you gain those 50 W-Assets. If you keep the General alive, you complete the Quest but miss out on 50 WA's.
Either that or it's a bug.

It's a bug.  Haven't pinpointed the cause, but I noticed that it occurred when I did the Blue Suns mission last.  Reloaded and did it second and the asset modifier popped up.

Anyway, Alien can go up to 1000 strength.  Citadel Defense Force maximum appears to be 217.

Couldn't see it on your list but in Embassy Commons, in the C-Sec building there, after the coup there is 2 C-Sec officers debating over whom they should be focussing on. Guy sat down believes should focus on the small crimes whilst the female standing says should focus on big crimes.

I've never properly checked what difference it makes but it definitly lists it as a negative if focus on small crimes stating that C-Sec is stretched out. The odd thing is, I picked the other option in my most recent playthrough and yet for some reason it still said same thing (suspect bug).

Top marks for doing this though OP, was hoping someone would have a crack at it.

umm first error in your list is the DMZ does NOT have a system called Dranek. The only ones are Aralakh and Nith and I have all ready scaned them to 100% nd still did not get the points you said where their.

Paragon decisions always win out.  However, you should let Wrex die on Virmire so that you can sabotage the cure without losing the krogan.  I also shot Saren's scientist-secretary, as even though I don't believe she causes you to lose war assets, I didn't want to run the risk.  She kills asari generals if she's alive.

Mass Effect 2 is the same.  Always paragon, except keeping the collector's base.

Uhm. I thought if you kept the collecter base then you need 5,000 EMS instead of 4,000? (IGN, Wiki) or am I misunderstanding what you're saying?

Also, maybe I missed it but there's also the Gung-Ho civilian & the Hesitant civilian near the bank - Presidium Commons. I don't know the specifics, unfortunately, but I've heard you get more if you support the Hesitant one.

If your goal is to one day break 4,000 EMS, then it's a moot point.  4,000 EMS always gives you the best ending if you "save" Anderson.  Of course, 4,000 EMS is currently impossible without multiplayer.  DLC could change that.

The 5,000 EMS scenarios are just there if you failed to save Anderson.

Just so you know you're missing one from the alliance 5th fleet.

If you go to the top level of purgatory after the Cerberus attack there are 2 smugglers(a turian and a human) talking about stealing from the alliance. The human tells him its different now there's a war on and warns him not to steal from the alliance.

After listening to the whole convo. you can go the the spectre terminal and give her authorisation to help the alliance and you get 7 points added to the 5th fleet.

you dont need to keep Keiji's greybox, she only needs to be loyal, if she kept it she hacked the info, if you destroyed the data she claims to have pieced a small part together

if she isnt loyal she wont tell you what was in the greybox and she wont reappear after hacking the terminal and so wont join the war effort

Sorry people, life got in the way... I updated the OP based on everyone's input here so far, thanks everyone! Apparently the Terminus Fleet bugged for my game... I remember doing the Blue Suns last.

I left the total max number for the Citadel Forces for now because there are way too many variables at the moment. I've been cross referencing my game with the ME wiki list and the IGN list.

Also I want to do this because apparently no matter how much calculation I did, it is NOT possible to get 8000 War Assets/4000 EMS without MP apparently. Thus, I'm hoping that everybody's inputs from their own game experience will help to prove this.

Couldn't see it on your list but in Embassy Commons, in the C-Sec building there, after the coup there is 2 C-Sec officers debating over whom they should be focussing on. Guy sat down believes should focus on the small crimes whilst the female standing says should focus on big crimes.

I've never properly checked what difference it makes but it definitly lists it as a negative if focus on small crimes stating that C-Sec is stretched out. The odd thing is, I picked the other option in my most recent playthrough and yet for some reason it still said same thing (suspect bug).


I will update this once we know which one gives a negative number or positive number.

you dont need to keep Keiji's greybox, she only needs to be loyal, if she kept it she hacked the info, if you destroyed the data she claims to have pieced a small part together

if she isnt loyal she wont tell you what was in the greybox and she wont reappear after hacking the terminal and so wont join the war effort

 

Ok I need info on this because it totally bugged out on me on my first PT. I started a NG+ and I'm trying to avoid all CItadel quests and do this one first (people's suggestion on how to not bug it).

So if Kasumi is not loyal, she will not join you as part of the Alliance War Asset but you still get the Hanar, Drell and Spectre forces?

I was told that keeping the graybox is neccessary if you want both Hanar and Drell forces + Jondam's Spectre Unit AND Kasumi. If you don't keep the graybox, you have to lose either one. Please confirm this for me?
