Minimum recommended level IS 20....
If you're not careful, you could end up running into a group of 4 level 30 despair demons. I almost got destroyed by them on normal with my Inquisitor at level 25 and the rest of my party at 24...

im at lvl 21 now, ive mostly had trouble with 2H enemies & that 1 rift that had lvl 26 demons, glad i ran away
