would like to ask if it's REALLY that hard for authors to create TOCs where the chapter titles actually match up with the chapter titles in the main text.

Send the author an e-mail, clearly and succinctly outlining the problem. Attach a picture of you (or someone) holding in one hand a piece of paper titled "Contents" and in the other hand, a lit match. Under the picture, the caption reads "Please redo"... not 'fixed that for you', that's cliche ;)
