While it sounded great in concept, hoor island was actually a dismal failure. It turns out, if you have an island full of hoors, the economics break down terribly. Apparently, you have to cap the hoor population at 50% for it work. As of this juncture, "The Island Half-Full of Hoors" is still in the planning stages.
