From what I've read on the PAX East topic, they've confirmed him as a LI, but didn't say anything about him as a companion. LaidyInsanity said that they're going on the 3/3/3 route and I really don't see any room for Cullen considering The Iron Bull and Cassandra are already confirmed and Feathers seems to be next one.
