Just a thought... Second best thing would be to do a clean boot as outlined here, http://support.microsoft.com/kb/331796, then reinstall the game while only windows processes are running. (I think this because for me and the other user who resolved his issue, the problem was with the installed files rather than a software conflict while trying to launch the game.)
Maybe with images as opposed to disks as the previous poster suggested, if you have any reason to believe your disks might be faulty. (Of course that would mean you'd need image mounting software running in addition to windows processes/services.)

After much digging I find it must be a video card issue as the other guy mentioned. Still not able to run the game .... gonna wait have to get a new video card to put in the new puter...frustrating.....

For the basic, meat and potatoes, solid Medium Quality screen resolution and image quality at a reasonable cost, Newegg has been running a sale, and HIS a rebate, for their HD 5670 at a cost of $74, WHICH IS A BARGAIN.
However, you can also get an HD 4670 for about $10 less than that. Both of them are happy to run off the ordinary power supplies that are included in branded PCs, which isn't true of the better, more costly High End video cards.
