I'm not sure, maybe it's an imagined memory but it does sound familiar. He's usually pretty middle-of-the-road in his recommendations.

Doesn't matter who you take. It's the order you pick them in.

Wrex says: F@ck the council, they treated you like crap, they're a liability"

Garrus says: We're leaving them out there to die, wtf"

Next playthrough, they're reversed.

Helping a friend who is about to do something really stupid is not mothering them or treating them like a child. It's just caring about them. I would be more concerned about Garrus being unfocused by struggling over a very personal bad decision - which is different than his professional killing. Plus, Shepard is in no way making the decision for him. It's not a betrayal at all. He/she merely gives Garrus even more of an opportunity to make the "right" decision, of which Garrus makes himself by letting Sidonis go. Garrus: "My instincts are what got me into this mess. Thanks Shepard"

I trust and respect Garrus more than any character in the game (well, my Shepard does... heck, I do too). I'm usually watching the backs of the people I respect and trust the most, because I know they're doing the same for me. I really think of Garrus as a good old friend. I imagine that people who don't feel that way about him, or just don't care about him as much as they care about their own agenda, would treat this mission much differently.

No, that is not the case. For instance if you take Ashley and Tali to Noveria then Ashely will always argue for killing the queen and Tali will dispassionately argue that you shouldn't.

If you don't charm/intimidate Kaidan and you take him with you on Ilos he will always argue for saving the Council. After him Liara will always do this, or at least almost always.

The characters seem to have their own internal alignments.

Kaidan is full paragon
Liara is next
Then Garrus
Then Tali
Then Wrex
Then Ashley

On certain choices the squadmembers do seem to switch around, but there is definitely a pecking order.

Then maybe it depends on who the second squadmate is.  If it was Garrus and Kaiden, Kaiden would be the one to argue for saving the council and Garrus would argue against it.  If it was Garrus and Wrex, Garrus would argue for saving the council and Wrex would argue against it.  But then I thought I was with Garrus and Wrex when I believe Garrus told me the same thing you said....

Nope, they are prioritized by alignment for most choices but they ALWAYS offer both choices, no matter WHO you have.

If you take Garrus and Wrex to Hot labs, Wrex will always say SPANK HER THUSLY, and garrus will say hey whoah wait, Take Garrus and Liara and it's different. If you take two of similar alignment, one will ALWAYS argue the opposite stance regardless of alignment.

Well yes, but as I said there is still a pecking order. Obviously you won't get there and have both of them agree on something. However certain characters will disagree to a much lesser degree.

With the rachni queen for instance if you take Garrus and Wrex they will each chime in a second time when you try to decide on the queen.

If you decide to kill her Garrus will speak up and insist that you can't do this because genocide was why they fought the krogan.

If you decide to spare the queen Wrex will say, "Are you stupid? Millions of your ancestors didn't die fighting these things so maybe you just don't get it."

Edit: however I've noticed that if you have Tali there that she won't object a second time to either decision. (IRRC, it has been a while since I took her there though)

As far as alignment is concerned Tali seems to be right in the middle.

I think Garrus leaned more on the Renegade side in ME1, in his own non-evil just got outta C-Sec kind of way. I feel like we were made to think he is in the process of turning over a new leaf during his loyalty mission in ME2, but maybe that's just if you go the Paragon route (and thusly he does too).

I'm not sure. Every time I bring Tali, Garrus, or Wrex, no matter the order picked, Tali and Wrex always takes the "Hold back" side (unless with each other in which Tali's opinion changes) and Garrus always says to save the council.
