yes, you have to bring one when you enter the deep roads for the quest line: Paragon of her Kind. So you can document some things you find.

I'm pretty sure you find some Blank Vellum in the Deep Roads so you probably had it and didn't realize it. I know I never knew that until now. I always sell them.

What?! Blank vellum is purely vendor trash. You don't need it for any quests.

I think that might be what it is used for. I only saw that option one time in my playthroughs and it might have been because I had blank vellum on me.

I think stuff like vellum might have been leftover from some sort of abandoned crafting tecnique for making spell scrolls or the like. I suspect the devs may have just left them in as an extra bit of "vendor trash". Same for other items that seems to maybe have had some knd of purpose at first, and is now just a means of making a little extra cash. Or it could simply have been the devs intention of adding just a little flavor to items meant for purely money making purposes.

You don't need blank vellum for the tracing. It's just generic junk that you can sell to vendors for the cash, like trade manifests, private documents, etc.
