Just so you know, I did not illigally download my copy of DA:O.
I have DA:O on two computers, first on my brothers and second on mine and he has already registered with the code.
is it possible to still register my game with the download code thing?
Is it possible to register my game if another account has registered with the same code?

Each game can only be registered to an account on this site once. You can't register it for another account. The best you can do is share the account with your brother. You can oth get the DLCs but site profiles and achievements will come from both of you.
