Has anyone else encountered this? I'm doing fine without it I'm clearing the last area to the archdemon at the moment but I havent been able to call any of my armies for some reason. But if anyone could tell me how to fix it it would be greatly appreciated for my next playthrough.

Which patch you using? My guess is it is a bug most likely.
Also did you donate to them, I always do. Don't know if you don't donate maybe you get no help?

Yeah maybe it's what Levi sais. There are some ''Allied Supply Crates'' at your camp on which you can donate money, runes, elfroots and a lot of other stuff. But I don't think so. I recall correctly that I could get my army respond to my horn-calling without donating stuff.
So, I suggest you backup your data, uninstall your game, reinstall it and then download patch 1.02( if you are able to find it) and stay with it. Patch 1.03 came with a lot of bugs and I would hardly suggest anyone to stay with it. I've installed it myself but partially I regret it. Anyway, your save points should be included in your backup'd data so you should have no problem starting from the desired point.
The locations you should back up are the following: (note you have to replace my hard drive name and stuff with your own)

Start->Computer->C:->Application Data(x86)->Dragon Age
Start->My Documents->Bioware->Dragon Age

Oh I didn't even read anything about the donations on that post haha but yeah I donated a lot to them. Also isn't 1.03 needed to play awakening?(that's what I'm going through at the moment) I can't even get the horn to sound though when I click an army.

I am having the same problem. I was having a similar problem in the fade turning into the mouse. i found a patch file to skip the fade. It looks to be the same tool. but i click it lights up, then nothing.

It's a bug introduced by patch 1.03 and/or Awakening. I haven't personally experienced it, but a good deal of players have. The same bug also applies to Fade shapeshifting. I expect it will be fixed in the (supposedly) upcoming patch.
