Hoping someone can help me here (if this is a redundant topic, please refer me to the proper thread).

So I just got a new 360 off warranty (old harddrive still intact) and fired up ME2: CE. I had all the DLC on my old harddrive, which I'm using on the new 360. Prior to sending in the old 360, I was able to play ME2 with all the DLC even though I was not connected to LIVE - all that was required was a one-time DL.

Now, when I try to run ME2, it will not let me load my save file. The specific message is "Unable to load the game file because certain downloadable content is missing: Zaeed, Normandy Crash Site". When I connect to LIVE, and access DLC, it tells me that all of the Collector's Edition items that I've already downloaded are not downloaded. So I queue them up to DL, every one downloads in less than 2 seconds, which seems to me like they are on the harddrive. Anyhow, I can download them and then play the game, but every time I turn off my console and am not connected to LIVE, they are no longer available.

I realize that these problems can be solved by playing with a constant connection. I am wondering, especially since it worked before, if anyone knows something I could try or something that I'm not doing properly to allow me to play with all the DLC using an offline connection like I did before. Thanks

Update: just found out about the content license transfer. Should probably do the trick... but if anyone has other insight please let me know. Thanks.

Same exact thing happened to me. I did the license transfer and all that jazz, but it is VERY annoying because it says that I'm missing those two pieces of DLC you mentioned, but also it says I didn't download Inferno, Cerberus armor, Collector armor...you name it, it says I don't have it. So I back out of it, go into my memory unit and it's still there. Only an Xbox live connection fixes the problem, and my internet cuts out randomly so I can't connect to Live anyway.

Anyone else have a permanent solution for this? It seemed to only start happening after I downloaded the Firewalker pack, as well as the ARC projector DLC after I got back from Spring Break last week.

The only solution is a license transfer.
