Tell you what. The percentage of times that claim appears without supporting information and turns out to be untrue is probably about 90%, so let us be the judge:
Preliminary diagnostic information
PCs are not *anything* at all like game console systems. There is almost nothing that is truly "standard" between various branded PCs, making the game developers' jobs very difficult, and resulting in warning labels attached to game boxes for those games that have serious requirements.
In case you have misunderstood how to evaluate your PC compared to that game box label, we have to start from here. Fill it all in.

Usually caused by a copy of Windows that is not kept up to date via Windows Update. Windows Update, if functioning properly, should be automatically downloading the latest C++ runtime libraries which would allow you to run Dragon Age 1.01. Incidentally the update that is in question was released back in July.
You could try this manual download: http://www.microsoft...&displaylang=en
Download and install the vcredist_x86.exe package
If your C++ library is too out-of-date however it may not solve the problem but it's worth a try.

This isn't the cause of the problem; it does, however, support my statement / message regarding who is qualified to pass on whether any component meets minimum or recommended requirements. That is a bare-minimum video card that will struggle in any high intensity 3D video game. If your laptop has a relatively fine-pitched default screen resolution, it will REALLY struggle, and will require you to choose a lowered setting there.
