I think it does minor damage but it doesn't give you any shield restoration unless its shields/synthetics.

If I remember correctly, last time I checked (samara's mission), energy drain did restore your shields against barriers, but overall damage sucked.
Or maybe I was just in crack and didn't look well.
Anyway, energy drain is a Blue Sun's killer, so I don't care. Too bad I have to rely on Reave for collectors.
