I was under the impression that he picked his targets. Like only accepted jobs to kill people that were bad. He was woken from his battlesleep, wouldn't do much good if he went from doing benevolent assassinations for the hanar to freelancing and killing anything that moved. iirc...once he left the Hanar services, he went freelance and after his wife was murdered he changed his ways (= he killed people who "deserved" it)

We've already gotten past making comparisons to morinth, now we're discussing the nature of serial killers. However, it is stated in game that Ardat Yakshi do not properly develop empathy, which is a parallel to real world serial killers. While the reason is different, neither of them develop proper empathy, a cardinal symptom/sign of a serial killer.

And I did reload the game to replay the mission with the proper outcome.
I would say that the scene loses its shocking effect after you have seen it for the first time, especially when you get to hear the whole(?) story from Samara aboard the Normandy.
