but can someone tell me when exactly the Strength Boost Pads (the ones with increased melee damage) become available at Omega for purchase?

Isn't it after Horizon? Pretty sure it's reasonably early in the game.

edit: Searching around, it seems it's after Collector Ship. Oh well.

Quite sure it's:

Strength boost pads after Horizon

Stabilization gauntlets after Collector ship
