At first Shepard didn't get along with Bailey. I mean the guy beats people and takes bribes...
A few missions later though Shep was apparently cool with that and beat this guy...
Then Shep duped a bunch of shop keepers into giving them discounts...
Like two peas in a pod those two...
If they teamed up on a mission I think it would be amussing...

I love this guy, definitely a must have. Though there are tons of NPCs in this game that NEED to come back for their sheer awesomeness alone. Michael Hogan Bailey for ME3 all the way.
However I don't think he should join the crew, as much as I would love that. He's trying to be a family man, after all, he settled down in C-Sec specifically because he wanted to be able to raise his kids without being away for song traveling through space.

He's essentially the Anti-Executor Pallin.
Both get the job done through different measures, Pallin by strictly following the book and Bailey by bending the rules. Honestly, this is how I imagine Garrus would be if he was made a Captain in C-Sec, which makes the Bailey hate all the more ironic since everyone loves Garrus.
