Hello people.
I have 800 Bioware Points available in my account, and would like to buy the DLC but when I go to it's page http://dragonage.bioware.com/addon/rto and click on "PC" I'm redirected to a page to buy more points!
The DLC is not listed under available content in-game also. Where/how can I buy it?

Open the game, click on the Downloadable Content button. It should show up in the first tab as available to be purchased.

Try refreshing your points balance? Logging out and logging in again? Restarting the game?

I oficially give up.
I jsut finished doing everything in there, even going so far as reinstalling DAO from zero(uninstalling it with Revo so no leftover files would remain), redownloading every single AddIn I was entitled to(mora than a gigabyte), and NO Return to Ostagar shows as "Available Content". Damn bugged update system.

If all else fails, there's thankfully always piracy.
I shudder to think what would happen to the state of gaming everywhere if piracy was ever stopped. Having to rely on all these multitudes of things that they are unable to get right, or even working.

Sad part is, I already paid for it as I already bought 800 points, that's 10 bucks. Refund anyone?

In order to purchase it you must be able to download the "Offer" Check your My Documents\\\\Bioware\\\\Dragon Age\\\\Offers directory for a subdirectory called dao_prc_ocp_1. If that is not there you need to download it, either automatically or manually.
Some things to try to get it to download automatically.
* Make sure the Dragon Age: Origins - Content Update service is running. You may want to stop and then start it again. (And some people have reported trying to stop it while the game was running is what triggered it, even though Windows will complain if you try and do this)
* Make sure AutoDownloadOffers is set to 1 in the DragonAge.ini file.
* Clear the Download Cache in the Configuration Utility. From the game launcher, select Configure, then go to Repair and click on "Clear Download Cache".
* Delete the My Documents\\\\Bioware\\\\Dragon Age\\\\Settings\\\\Manifest.xml file.

I manually downloaded the file, installed it and the folder "dao_prc_ocp_1" is now inside the "Offers" folder. Now what?

Check the My Documents\\Bioware\\Dragon Age\\Settings\\Offers.xml file? Make sure its writable, and when you installed the offer it should have updated the file to include a section for Return to Ostagar?

I FINALLY managed to solve the problem.
I had to rename the dazip file to zip, manually place the files in the correct folders and manually add the entry in the offer.xml folder, THEN the damned DLC appeared on the available content page and I managed to buy. I then had to also manually install the DLC because in-game it would get stuck at 0%. HURRAY, Bioware and their borked DLC downloads.
