Different countries have different rules regarding competitions. I think one European country, for example, has a law stating that if the prize is unwanted the competition holder has to supply an amount of money to the value of the prize (so say you won a $100 picture and you didn't want it, they'd have to give you $100).

All they would have had to do was add a skill testing question to redeem a prize and it would have been OK in every province except Quebec... Which is better than nothing.

No Bioware is not a Canadian Company anymore, remember? They merged with Bono's Pandemic Studios then pandemic studios opened the lines to EA because they wanted to be bought out by EA. Then EA bought Pandemic studios in which they layed everyone at pandemic studios off because they just wanted Bioware so now Bioware is an American Company owned by Americans.
