Still missing the point, what could have been done has little to do with changing anything in the now. Simply the majority of us want some sort of recognition as to why it was stated that this was going to be a US only event as opposed to their EPIC COMMUNITY EVENT that required a countdown timer for 6 days. Similar events that were nation/continent exclusive didn't get such big advertisment - point and case being the Candadian Xbox ME2 players going to BioWare....

There would of been 50 pages of disappointment either way.
Disclaimer before the event stating only the US will be able to participate + properly stated reasons (legal issues) = estimated 10 pages of discontent and whining.
"Surprise, US only!" during the actual event launch preceded by a week of anticipation where everyone was led to believe it was a community (i.e. for everyone) event + no reason whatsoever = 60 pages of sh!tstorm.

No they are just stupid or there marketing department at least.
BioWare does not set country law.
No they certainly don't and that was never the issue. They do control their own rules and policies though. They could easily provide some sort of "compensation" to "non-US residents" in the form of Bioware points, premium (future)digital content etc. They are probably 100 more creative ways that they could have implemented this, with little to no complaint and most importantly without insulting the intelligence of a portion of their fans/supporters. The way they chose to proceed was poorly though out and the actual implementation (artificial hype via the countdown) was even worse.

I'm sure they would be bundling the prizes together or find some form of way to make sending all the prizes to wherever as cheap as possible.
