There is a difference between being excluded, and being mislead and then excluded. Personally, I couldn't give a **** about their marketing ploy prize giveaway and wouldn't participate if I could. What angers me (and many others if you took the time to read the posts here before spewing nonsense) is the fact that Bioware implied that this was to be a worldwide event (calling something a community event when your community is worldwide implies total inclusion).

Such things are state laws as opposed to international laws in our country. So, while a passport is from the national gov't the laws regarding contests are decided on the state level. So different states have different rules. I know that even American companies, when they have sweepstakes (think like those near constant ones candy bar companies and soda companies are always running) if you read the info Florida is often excluded for whatever reason.
