In the single player campaign there are no scripts associated with these items (talent books are the Arcane Technique and Physical Technique ones).
If they don't use scripts how do they work?

If you open up one of the books in the toolset and then go to variables you will see a section near the bottom for specialization. The number there defines which spec is unlocked. Not sure about talent/skill/attribute points. Probably there aswell though.
