So I'm not sure if this is a bug or a last minute balance decision... But only Sheperd gets the benefit of shield boosting Damage Protection upgrades.
If I buy an upgrade the game will add it to my team-mates until the next loading screen when they are reset back to the original.
For example, at level 30, the base shields are 250. Sheperd's shields + 5 damage protection upgrades (+50%=125) is 375.
However, all my team-mates still sit at 250.
This is not that big of problem on normal difficulties, but on insanity it would be nice if those upgrades actually contributed to my team's survival. It also has the effect of causing your team to get WEAKER as you level up, since the enemies are getting stronger while your guys remain the same.
I've played the game 4 times and every time this bug happens on the 360.
Damage Protection bonus is not given to squad-mates

Try quicksaving and reloading after transition. A pain-in-the-butt workaround, but it works for me on PC.

Yeah, saving and reloading on the 360 doesn't do it. It seems like right after I buy it is the only time I ever see it. It's odd that the game never miscalculates Shep's sheilds though.
But it is good to see that this is a common problem, perhaps it will be addressed in a patch then.

Yeah, this seems to pop up periodically. Bioware has never commented on it, and it didn't make it into the most recent title update for the 360.
Basically, it takes effect properly at the moment you're buying it (say if you picked damage protection up at the store), you can check your squadmates' screens.. and sure enough they'll have the appropriate shield numbers. Any other point in the game, it's typically screwed up.
This impacts both Shield AND Health upgrades actually.
The status quo is basically: Shepard's numbers will be accurate, almost everyone else's numbers are broken.
The default scores for most characters are:
200 health
250 shield
With zero upgrades, and nothing in the general class skill, that's what you'll have. Shepard is the exception to this rule as well, since he/she can get bonuses from armor as well. Assume for the moment you equipped pieces of armor that gave you no health or shield bonuses... Shepard would have 200 health and 250 shield. As would Tali.. or Samara, and so on. A few characters have different base stats I think... Grunt, and Legion?
Anyway, the formula for the modifiers isn't complicated, add all the percentages and multiply the base by that sum. So, if Shepard had a class skill maxed for let's say.. 20% health, and 3 health upgrades researched for another 30%...
200 x 1.5 = 300
and let's say Shep has 3 of the shield upgrades researched as well..
250 x 1.3 = 325
If you checked on the squad screen, Shep's stats would accurately reflect this.
On the other hand, party members seem not to reap any of these benefits (for the most part)...
Tali has the same base numbers as Shepard, but her stats in the same situation are probably going to read something like:
240 health
250 shields
The reason being the squad mates seem to be only getting their class bonus (assuming you spend the points on it). In this hypothetical scenario, Tali is getting the 20% health bonus, but none of the researched upgrades for health OR shields.
Mucking it up further, the modifiers do stick on some characters. Mordin's class skill gives him a shield bonus of 18% as well as 25% health when maxed (other characters only get health). If you check his stats, instead of receiving just the 18% for shields, he seems to actually receive the correct bonus of that 18% + whatever shield upgrades you've researched. At the same time, his health has the same glitch as other squadmates - it only uses his class skill modifier, not the researched upgrade.
Miranda's class skill gives her a health bonus, but also has a percentage bonus to squad health. For whatever reason, her class skill's bonus to squad health does work, but doesn't increase her health (that actually makes sense, she gets a health bonus from the skill, and imparts an additional % to the squad). Interestingly, if you switch out characters (using the return to normandy/pick another character screen) Shepard and the other squadmate will keep Miranda's bonus after you kick her out... at least until you load another area.
Grunt seems to receive a large health bonus (though I couldn't recall what it was unmodified when I first got him...so...), so I'm think both his class bonus of 50% and the researchable Krogan vitality bonus of 50% probably worked... and maybe the health upgrade? Not sure
Legion has higher than average shields, again, I can't recall the unmodified base... so I don't know if he's receiving the generic squad shield upgrade or not, but it's definitely up there (this is without geth shield strength too). Speaking of which, I've also heard that he doesn't receive a shield bonus for the Geth shield research (which would be sad since it only impacts him in theory anyway), unfortunately I don't have the eezo to test that at the moment.

Start a mission, save, reload and it should take affect. It doesn't work on Garrus's loyalty mission.
Only Shepard gets the health upgrade.
