Ah. But it would be a specially designed ablative body paint capable of stopping bullets!

A perfectly reasonable alternative to making FemShep have to wear that clunky ol' armour. It would... er... give her more freedom of movement! Yes! Freedom of movement.

As for why MShep is still wearing armour... er... let me see... we ran out of paint! Yes. That's right.
