Is level 30 really as high as you can go? I am on my second playthrough now and my character doesn't seem to be leveling up anymore. Can someone please confirm or deny my suspicions?

Edit: If anyone is still seeing this topic, does anyone happen to know where the "Retrain Powers" upgrade is, or when it becomes available? If level 30 is the max, I'll need to aquire it ASAP in oder for me to fix some past mistakes and to complete the game on insanity.

"Retrain Powers" is a research upgrade that becomes available after Horizon.

It's classed as a Prototype upgrade iirc.

You have it available after Horizon I think, but I know for sure its available a bit further down the game.
