Dragon Age pushed things, but no nudity, unless you mod. Still, it was handled well. You can't say they backed down there.
I would have thought Mass Effect 2 would push it even more, I hoped for this, because I know BioWare can push things and do so tastefully...however, ME2 was a big step backwards.
I don't know; I actually thought ME2 beat DA:O by a country mile when it came to romance cutscenes. I mean, DA:O basically just had the same awkward animation recycled for all sex scenes, with just the faces swapped out - which included, of course, the inappropriate expressions and mysteriously appearing underwear. Those scenes weren't just bad, they were terrible to the point of being hilarious, and I actually did burst out laughing a few times.
ME2 didn't show as much skin, which I suppose might be disappointing in some respects, but at least the scenes made some sense in context - and more importantly, were actually specifically tailored to each romanceable character.
Also, I believe there already is nudity in DA:O - just not in the romance scenes. Desire Demons, for example (and some might argue Broodmothers as well). So, given that they already crossed that line in the game, it makes even less sense that they'd suddenly retread when doing the romance cutscenes.
