My Infiltrator is my first character in ME2. While I have already read that the "best" build for an Infiltrator would be to max out Tactical Cloak, Incinerate, Disruptor Ammo, Assassin and a suggested Advanced Training in Squad Warp Ammo. However, is there a preferred order to them?
For example, how do you place the first 10 points? Get two levels in each of your initial skills, or just drop all 0 points to acheive the highest level in a single skill? If a single skill, which is the best one to start with? Cloak? Operative/Assassin? Incinerate?
Suggested order for power upgrades?

Start with Agent instead of Assassin. In the early game the para/rene boost will help you in conversations, and the reduced cooldown is, in my opinion, nicer than assassin's damage boost. After that, tactical cloak, and incinerate. I generally pick a skill and stick with it until it's maxed, rather than spread myself across a bunch of skills.

If this is your first char in ME2, I really suggest you ignore any and all advice on 'optimal builds' and instead play the game and have fun.
If you are playing on any level below hardcore, your levelling choices will not stop you 'beating' the game. However, listening to any post that tells you when to do what may stop you 'experiencing' the game.
For example, you don't need to max disruptor ammo if you have Zaeed - set him up with squad disruptor and take him against blue suns and Geth. Maybe put some cryo ammo in your life or have fun with hacking.
There are many ways to play the game. I suggest that you do this before concerning yourself with 'optimal builds'.
