Gasp, shock, horror. It's phrased incorrectly.
In Japan, possessing drawings of seemingly underage fantastical beings not based on real people and not drawn from an actual underage model is perfectly fine, i.e. Sailor Moon porn.
Actual photographs depicting living, identifiably underage people in sexual positions for the purpose of sexual gratification is of course illegal.
The reason they have to make this distinction is that both types of imagery create grounds for charges in the States (and the UK) as there is no distinction made between fantasy and actual harm.
