That's Hock's place. It's from Kasumi's loyalty mission.
I thought that was the apartment you win from Ahern at Pinnacle Station in ME1.

Sadly, Shepard's apartment is not accessible in Mass Effect 2... I wonder if it was sold. Hmm...

shep doesn't need the apartment anymore, he as a captains quarters with a sun roof (please tell me i'm not the only one who noticed it) fish tank, bathroom, and hampster cage
Let me see if I got this right... So what you are saying is Shepard doesn't need a rocking love shack , because he has a mobile home with a bathroom, a fish tank and a hamster cage, oh and let's not forget the sunroof.
As for your question, I noticed the sunroof on my first play through, but to be fair I only found the bathroom because I backed up to take a look at my model ships.
p.s. You know it would be a great place to bring your love interest.

It's probably a tourist attraction now, where they show Shepard's toothbrush and underwear to fat earth-tourists in Hawaii-shirts and sell little talking Shepard action-figures that say things like *I'm the hero of the citadel* or *I couldn't have done it without the council's help. Always listen to the council*

I never bought Pinnacle Station, but that does look like a pimpin' apartment. Me want for ME3.
Nor did I, but the buildings in the background looked similar. As for the uniform, there are mods for ME2 that let you wear it again.
