Gibbed save game editor can be used to make all character availebul after the first mission.

In fact you dont need to edit the save game, at least not on PC.*
The trigger for the Horizon mission is level based Instead of recruiting Jack, or Grunt, or Garrus, go off and do Zaeeds loyalty mission and a side mission or two. You will then get the message from TIM about Horizon.

*Edit: Dont have an X-Box so dont know if this will work on that. Theoretically, it still should work the same way.

Used Gibbed's Save Editor to make her selectable. Though haven't figured how to unlock her loyalty outfit, would have been a totally perfect shot then.
