I presume that someone created this by hacking the Liara model from the ME1 love scene and pasting it onto a screen of the bed.  I also presume that there is nothing under the black bar, as putting something there that would never be seen would be a waste of money.

Actually, it's just a simply noclip command during the love scene.
And there's something underneath the bar alright; but not anything that should be seen here.

Well, there are no nipples in that shot, just boobage, so I think it's still 'PG-13' as these movies can show just about every part of the boob, except the nips.  Boobs are fine and dandy until someone shows a nipple (I'm looking at you Janet Jackson!)

But showing female nipples in a Mature-rated game is fine. . . as long as they are ugly. Just look at the Broodmother. Really. the rules about nipples in games are quite complicated. You could write a book about it.

That's the thing, isn't it? Evil characters are free to expose theirs, because it's established that they are, indeed, evil characters.
Righteous characters on the other hand, cover theirs.
