Yeah. In my demented imagination the Council should have said "Well, if you're really sure the fate of the galaxy is at stake, why not let one or two of our Spectres join your crew? That way, if they find evidence that confirms the Reapers are real, then we'll be on your side! And if they should accidentally squeeze the Illusive Man in a biotic field so tight his guts come out his bumhole, wait, I wasn't supposed to say that part."
If it means getting an agent or two onto the stealth vessel Cerberus has flying around any goddamn place it wants because it's a stealth vessel, I imagine the Council could spare a couple of Spectres. Added bonus - you get some Revenant-toting, singularity-slapping badasses on your team.
