Yes I do remember grunt mentioning Quarians not being soft as Salarians, Humans or Asari, however i recognized that as being a hint to the Quarians strength of spirit and will - They're a race on the verge of extinction, a race that's lost everything but they're still fighting and still willing to go to war with the geth even though Quarians, aren't fit to be frontline warriors, due to their weakened immune system, as Kal'Reegar stated. He didn't mention Turians or Krogan cause those are both warrior races. He could've taken other races as an example but what would be the point in listing all the intelligent races in the galaxy just to make a point?
In fact, most races in Mass Effect only have three digits on hands and feet, the exception being Humans, Asari and Batarians. (I'm unsure about Drell, Thane looks like he has 5 digits on his hands but at the same time, 2 fingers appears to be grown together) So that really doesn't prove anything.
And the whole thing with their dextro amino acid thing is a bit silly if you look at it from a scientific perspective, now I'm no scientist but the way I've understood it is if we were to eat their food or vice versa there would be no ill effects for either party, the body would just "re-arrange" the amino acids as a part of the natural digestive process. Also, something composed of dextro-amino acids and proteins would have a sweet sugary taste, it definately wouldn't kill you.
So really, they could very well look like that picture. Also, when that picture first surfaced, a dev (can't rememver who) said it very closely resembles their vision of how tali looks like beneath her mask.

This picture is basically a teenager with skin problems and a bad hair cut in a Tali suite, it's more an example of cosplay then how she might actually look like. That would be very uncreative of Bioware to make the Quarians look so much like humans. I would be dissapointed if they did. I don't want her to be ugly or anything, but she's an alien not a human teenager in a suite.
