They're probably not bandages, more likely the exterior of the cybernetics.  Something easily washed and but still similar to his actual skin for the purposes of smoothing the transition.

They can resurrect Shepard but not heal Garrus?

If I recall, in the video there was definitely a set of renders without the bandages. Mr. Vakarian had some gnarly burns.

I always assumed it was a protective covering for the bionic implants on that side of his head.
From the appearance of it, it looks like Garrus lost the ear (or the Turian equivalent) on that side of his head:

I'm guessing the BlueLight Headset is linked directly to the implant on his head.

The facial scars weren't life threatening, so it wasn't a priority to repair them.

Also, the implants that "repaired" Shepherd went under the skin of the face, it may not be possible to implant them on a Turian mandible.

Never had any trouble with Virgin trains tbh. Saying that though, the last time I used them it was a rake of Mk2 coaches pulled by a class 86!
