Luckily the actual line has Shepard say nothing of the sort. What she says almost could be considered just being friendly. I don't know why there is such a disparity between the wheel option text and the spoken lines, but maybe they figured players aren't sharp enough to pick out a "ROMANCE ON" option unless it is painfully obvious.
