Rachni queen can't control them if they're dead, The asari commando controlled by the queen in mass effect 1 was dying/close to death, but not yet dead.

I'm starting to think that committing genocide on the Rachni was the merciful thing to do, seeing as they can pass down... "memories" to new generations
