made another character and I cant find the Blood dragon Armor on the
second character. I CAN buy the pieces off of the Dwarf at the
Encampment but dont have the chest at all. Did I miss something?
Only 1 Set of Dragon Available per account?

Did you try disabling it, then re-enabling it? It tends to fix it for item type DLC's.

My second character had the chest plate, but I had to buy the rest from the merchant in camp.
