Because seriously, Ramen is like the cheapest food anyone can buy...

Its like steak. You can buy cheap frozen dinner steaks for less than $5, or you can go to a high-class restaurant and get one for over $50.

It's just a funny ironic Alien misconception about Human culture. It's like Japanese people thinking hot dogs are a delicacy in America.
They probably chose Ramen noodles as the cultural reference-point because of the stereotype that gamers are lazy/broke and eat Ramen regularly.

Maybe the Japanese seller is an allegory to Blade Runner and all its food stalls.

Depends on whether it is good Ramen. Right now in Bonn (Ex-Capital of (West-)Germany) I know only one shop where one can find real Ramen, ... and that is a Restaurant with quite some prices. Up to 7€ per Bowl. Didn't get to test one, ... but with me studying Asia (Yepp, Asia-Studies at the University Bonn), that is right at the top of my To-Do-List ... directly after spending a Semester or more in Japan ...
Wow... In the US, Ramen is even cheap at Japanese Restaurants.
Unless you order a huge bowl with lots of steak thrown in or something...

Though I do not understand Yuki's (Persona 4) love for fried tofu... iek.
Frying makes everything taste good. Fried tofu especially, which is just a giant cube of gelatinous slime.
Noodles garnished with cilantro + kim chi + fried tofu = win.

But as for frying makes everything good, I'm inclined to believe so.

Okay, is that guy on the Citadel just lying about that to get more people to buy it, or has Ramen actually become a delicacy on Earth in the future?

In the future, people outside of starving college students have discovered the wonder of Ramen noodles.

You missed something. Actually I am not into the beer too (alcohol in general), but that's something everyone should have tried. Just like Sushi with Sencha and Sake for the aftermath (mean stuff I tell you!) ...

Bratwurst is delicious, but I don't like Knackwurst one bit.

Hey, ... Sauerkraut is cool! You never ate a real Schweinshax'n with Sauerkraut and a Mass of german Beer (the real one, not that non-alcoholic stuff you get served as trong beer in the US!) ?

Just to combat the notion that all we have in the US is that weak-ass Anheuser-Busch beer-flavored kool-aid crap, I present to you the menu from ONE of the many fine breweries/draught houses in Austin, TX.

I just wish they still had the milk stout they were brewing this winter.

wow, how do you people eat that stuff and not clog your arteries
We do clog our arteries, at least some are, because they eat only that alike stuff, which is of course unhealthy. Nonetheless, it's a good death
And for the American Beer ... some of that stuff actually has alcohol in it, though would never drink such stuff because I don't know what chemistry is in there. Bavarian "Reinheitsgebot" FTW!

At least the places where/brands that I drink. LOL. I won't drink that mass produced swill (except Guinness... I do have a weakness for Guinness.)
