Jacob's romance is kind of uneven. He's a good looking character, who has a few good lines mixed in with many "omg, that's cheesy/jerky/unnecessary" lines.
It started off ok, with Jacob basically telling Shep that fraternization rules or not, he didn't think "one-nighting" his commander was a good idea. He didn't want to rush it, wanted to get to know each other better. All that was fine.
Except then, apparently, getting to know each other better isn't supposed to happen through talking. In fact, push him to talk too much, and he'll sort of dump Shepard, and tell Shep to go "hang on Garrus or Thane." The fact that he's the only male LI who can dump the main character for (basically) being too interested might have something to do with his unpopularity. The rest comes from some of the lines that have been discussed elsewhere, far too often
Some of those might come off to you as "intense, sexy and passionate" but could easily be interpreted as "insincere, goofy and over the top".
