I have two questions and rather than make two threads I'll make two threads.
The first question is for the artists. How many polygons can a custom model like a weapon be without slowing down the framerate?
Second question is more for the scripters. When you generate your character via scripts is there a way to load party members with them or do they have to appear via cutscene interaction?

Neither question belongs in this sub-forum. The first should be in the Custom Content sub-forum and the second in the Toolset Scripting sub-forum.
However, to answer your first question, vanilla weapon models average around 800-1500 triangles, depending on complexity. I wouldn't go over about 2500 tris for custom weapons. You should be using normal maps for detail, so your models shouldn't need to be poly-heavy.
