Well, ME2 is just about building up a team.

It's about building up a team for the suicide mission.

I see a lot of people using this as an argument for using the ME2 chars in ME3, but I don't think it's a valig argument.
You recruited them for a specific mission; that mission is complete.

If in ME3 you get a new team then what was the point of ME2? Bioware keeps saying the choices you make in ME2 will have big ramifications in ME3, well the biggest example of that should be the suicide mission.  If only a few of your teammates survive then only those characters should be available in ME3. I mean if you can get replacements or a new team why make such a big deal of the suicide mission, if in the end it doesn’t matter. When I look at the overall intent of the two games, ME1 was about setting Shepard up as the hero or bad ass of the galaxy and ME2 was about building a bad ass team that will hit the ground running in ME3.

I think that given the number of Reapers visible during the final cut scene in ME2 recruting squad mates won't be a major focus, instead I think the focus will be uniting the galaxy to stand against the Reapers. It may be that some of your current or former squad mates will play a role in accomplishing this task and you may have to decide whether they stay or play a leadership role in a galactic unification; eg. Tali may be the only one capable of leading the Quarians to join with the Geth in fighting the Reapers; Wrex may be leading the Krogan etc. Each current squad member however has made statements during ME2 indicating loyality to Shephard, so I believe that all of them provided they survived the suicide mission have reason to return. I also think Liara , Ashley/ Kaiden may find their way back to the Normandy if say Shephard decided to dump Cerebrus I could see Ashley/ Kaiden returning and if Liara was an LI and the whole Shadow Broker issue is dealt with I could see Liara returning. There was a message on Shephard's terminal saying something about a Drell being cured from the disease Thane has but I guess it depends on who survived ME2 and who didn't. I agree with MaaZeus though about limits and choices, seems a logical approach to the games progression. If you didn't kill off Mordin's student he could be a replacement especially if you kept the genophage work.

i think they should have it so that you have the 12 from me2 plus liara and kaidan/ashley. basically just two more squaddies. anybody killed during the suicide mission wont be avialable and there shouldnt be replacements for them. that would make the choices during me2 have more signifigance without changing the overall story arc too much. it would be pretty similar just with different characters coming along for the ride. plus it would be cool for people who let their guys get killed to spend all of me3 looking at an empty character slot in the squad selection

What is the player hadn't completed ME2?

Then you get squadmates that would be canon(miranda for example)

ME2 is basically 90% recruiting/earning loyalties, so if nobody in your squad would join you when the real war begins, it pretty much kills the point of ME2, building an Elite Team. Of course some people will leave such as Thane(dying), Samara (oath was to finish the mission with Shepard), DLC characters (pretty obvious), and Jack (Said anything after the mission is her business), and Wrex (uniting Krogan).

Actually, I would hope the DLC characters make a reappearance. The lack of conversations outside of their missions is appalling. ME3 would be a chance to rectify that and make them truly worthwhile additions to the universe.

I think that adding a 3 new characters max wouldn't hurt, but no more then 3 after that it would be to crowed, But I think you would have to add a few for the characters that had died. But for the most part keep the people from ME 1 and 2. But I would be a little disappointed if we didn't get any new crew-mates.

I think the point of not needing new squadmates beyond the ME 1 & 2 characters (those that survived) is pretty valid. I like the idea of having your squad be more optional, but I would still like to see all of the old squadmates in some form. Maybe they could all come back (with a few exceptions) and those that don't interest the player as keeping for squadmate purposes can become members of the crew instead. This way we could still talk to these characters but will not have them in the position of more in-depth squadmates.

I think they will bring back any romanceable squadmates, or atleast have each as optional except for the one(s) you actually romanced. Wrex should probably stay on Tuchanka. I think it may be okay if they let Thane die (though I would rather they didn't) but only if you get to see him before it happens. I think it would be a good reminder that heroes die from non-violent causes as well. Perhaps he only survives if he was romanced, or atleast loyal. Samara may have her own things to work on.

Every other member should atleast come back in some capacity.

I do think there should be options for a few new squadmates, though.

I think a Batarian squadmate is the most easily realized one, it would create some interesting interaction dynamics (due to Batarians hating Humans for colonizing systems that they were already hoping to colonize themselves), and we really know very little about Batarians from ME 1 & 2. A volus, an elcor, or a hanar would be really good to add to the crew. Would be able to interact with them, but they may not be best for taking on away missions (though from what Zaheed said, Hanar can be pretty dangerous). I feel like there are enough humans on the team already, so don't really need any more of them.

I'm suspicious that Joker may be a squadmate instead of just crew in the ME 3.

I like the Rachni, but i'm not sure they should be playable. Maybe a female turian.

i'm sure there are many more ideas but i just wanted to present the most reasonable. Whomever they choose to bring back or add, however, i want to see a lot more character interaction (both with Shepard and other characters on the crew/squad.

If players didn't play ME2 (which is a shame really, games like this should be played from 1), they'll just start with the same people the guys start with who didn't let anyone die.

Can you guys explain the Canon characters a bit more?

It will not happen.Squadmates like Wrex got reduced to cameos because they could die in the first part.Never ever they will take the effort for 12 squadmembers.
