I just spent 2 hours downloading and installing this thing just to have it tell me it can't run. What magic do I have to beg for to get this thing to work? Is it too much to ask if you're going to put something out there for others to use that it works properly? So what do I have to do now?

Terrible support for this issue from bioware, I have been trying to get it working since it came out...
same issue cannot connect to database and I have tried many different methods of installation and followed several users walkthroughs but to no avail.

Check your services.msc and see whether the following two services are running.
"SQL Server(BWDAToolSet)" and "SQL Server VSS writer" I just DL'd installed worked great, but then killed the services to reduce resource impact while playing DA for a while then on reloading toolset poof same error you guys are seeing.
Seems BW are using good ol' Source Safe/MS VS Team Suite (or ancestor thereof) for source control.
