Is it possible to import areas from eg. Jade Empire, NwN2, The Witcher etc into DA? I know they would need some fixin' before importing.. but the terrain tool in NwN2 is very easy to use (DA:O toolset doesn't have one?).

No; Areas from those games aren't compatible with the game engine, nor are too many other things from them. As far as the terrain tool, that is part of the level editor, which is where you start building the areas.
