In Broken Steel, if you used the FEV, not everyone has died from it. A virus takes a long time to circulate, giving a scientist ( Doctor LI ) the time to develop a cure.

 Why? And how?

Doctor LI, the one who designed the purifier along with James. Is still alive and kicking. I am certain that she would develop a cure and she would have a hell lot more support and incentive to apply the idea of the purifier ( clean water ) to humanity ( as in clear the human body of any form of radiation ).

And it is a-okay to let people die while they come up with a cure. Who cares who dies, because those icky Ghouls aren't around any more.

There are non-Feral Ghouls, heck, there is a whole city of them. And one who is a bartender in Megaton. Of course, I haven't played the game in some time, so I've forgotten wear some of them are.

There are also some "Smart" Ghouls who want to slaughter an entire tower of humans. So that doesn't really tell that Ghouls are nice people.

Besides, as I have already said. I believe Ghouls emit radiation by just existing. Which is harmful to human life.

Needlessly? What part of restoring the ecosystem did you miss?! Humans might rebuild themselves, but the ecosystem is forever ****ed by that radiation.

Only the Glowing Ones do and these are considered outsiders even by other ghouls, including the feral ghouls. You certainly don't seem to get irradiated simply by being in one place with the ghouls when you visit them in their place in FO3.
