I believe Oghren tells you that Caridin was a member of House Ortan before he became a Paragon, which implies that it pre-dates him. Its rather unclear whether he founded his own house, though. Seeing as he put Orta's seal on the Crown, I guess he probably didn't.
TBH, I don't really get the whole 'Paragon-forged Crown' thing. I mean, you disappear into the Deep Roads for say 3-ish days and come back with a shiny hat and a story that has utterly no corroborative evidence (especially if you sided with Caridin), and eveyone believes you just because the crown is apparently made by a Paragon (how on earth can they tell that?).
Also, you know that pro-Bhelen merchant Legnar? His VO notes for when you're a DN are very...interesting.

I do have to wonder where he's getting all his information from, though? Not only does he recognize you despite just being a merchant when there are some people who should but simply don't (Gwidon, for instance) but he knows about Bhelen's tradition-changing ways and isn't afraid to tell anyone who talks to him about it, including Bhelen's estranged sister? This guy's GOOD.
Legnar knows what's up. He has his ear to the Stone. That said, Bhelen's changing-ways are, I suspect, not really that secret. I mean both criers talk about his 'upcoming marriage to a casteless' quite openly - and as a positive or negative depending on the crier.
