Nope! It means the Alliance dogs are all in the base protecting their flag and refusing to get the Horde one. Usually you'll get some idiot who insists on throwing themselves at the turtle again and again, thinking they can take on the entire team.

Just totally at pseudo-random, the testudo (or tortise) formation is also a real Roman military formation.  Gloriously (!), it actually allows the unit to move forward while under missile fire (as opposed to the hunker-down meaning it apparently has in the MMO world).

Of course, if you somehow managed to survive the battle when the rest of your unit was annihilated, your superiors would execute you. I mean how many times total (through trial and error) because that formation was not mastered within a day.
