Well, the thing is they aren't really ever said to be "one of biggest" -- their backstory is they were engineering company at the beginning of century, scored government contracts to build airstrips and such, made money on that and moved focus to weapon production. But their actual scale is never mentioned and ironically enough i don't think you ever get to buy a single item with their name on it -- such lack of market presence is definitely not something you'd expect from supposed giant. So I don't think Halbech was small. And as for its diminishing business, well the reason this happened implies the same fate to all other weapon manufacturers. Or at the very least, it's possible. Which would still make Halbech one of the biggest weapons manufacturer, even if diminished.
