It's got 1.25x multiplier against armour, shields, and barriers .. while the katana and scimitar gets a 1.5x multiplier against shield and barrier.
"Big enemies" like you say, have a yellow bar.
Besides, if you research shotgun shield piercing, Evi is plenty powerful against shields.
Claymore is heavy hitting, but one shot / reload is annoying.

I like the claymore. but the scimitar is a good choice too specially if u dont know how to handle the claymore.
but like he said it comes down to personal preference.

With the Soldier i stick with Scimitar so i can get off a few point blank hits while using AR.

Against shields the Eviscerator is on par with Katana when measured in DPS including reloading. Tried and tested. It does have a bit longer range though. The best shotgun against shields in that test is Scimitar, Claymore is second best.
Against armor, Eviscerator and Claymore are going to perform better, but Scimitar might still beat Eviscerator (not sure). Claymore is the winner against armor. Plus, Claymore can one-shot enemies the easiest.
If you use the reload trick, the Claymore will sweep the floor with the other shotguns.

Anyway, the shotguns all seem pretty well balanced and the best one that suits you will depend on what you want it for and how you play.
Some people like the plain old Katana. It's more forgiving than the Eviscerator with a higher fire rate and more shots per clip, but still packs a good amount of punch per shot. It seems to me the weapon has slight ammo problems compared to other shotguns though, maybe that's just me.
Scimitar is the lower damage, rapid fire shotgun. With the fire rate and more shots per clip, it's even more forgiving than the Katana and is the best shotgun for stripping defenses off multiple enemies, readying them for crowd control. It's kinda like the shotgun version of the Viper, I guess.
The Eviscerator is a great all-rounder shotgun and a pretty safe choice if you're not sure where your preferences lie. Packs a serious punch with each shot, 3 shots per clip, good accuracy (for a shotgun), and an armour multiplier.
The Claymore sits at the opposite end of the scale from the Scimitar, as the shotgun version of the Widow. One very powerful shot and then you need to reload. You need to learn the reload trick to make the best use of it, else it falls behind other shotguns. The shotgun most punishing of your mistakes, but the greatest damage of them all when used right.

For a soldier, I would not take the claymore, the revenant and widow are vastly superior weapons. If you went with heightened AR I would suggest the eviscerator, with hardened AR go with the scimitar.

While reloading, if you melee when about 60% of the animation is done, it will cancel the rest of the animation and let you fire much earlier. I'm not twitchy enough to do it, but a lot of people have success with the Claymore using this trick.

Katana and Scimitar are safe bets, good strength and no need to worry about ammo that much. Just not very accurate and effective against armor. Unfortunately they tend to get bit overshadowed by other guns.
