just think about time here. it's 22nd century. everything is possible. I bet that Zaeed is not blind. his eye is cybernetic. I am sure that medical technology would be very advanced at that time. isn't it?

I think Zaeed has a cybernetic eye and colored it white so that in a battle he gets underestimated by his targets.

*COUGH* SO, I have actual experience with this, sortof!
I shoot right-handed but sight with my left eye. I tilt my head slightly. Works fine.
So, cybernetic or not... in short, it works fine.

They could have made his left eye the blind one. I guess they didn't catch that before the model was made... but it seems like simply mirroring him would work.

I don't know that his eye is actually blind. In up-close cutscenes it just looks like a lighter blue than the other rather than cloudy. I just assumed that it was a replacement eye and he took whatever color he could get 20 years ago.

It could be flash damage.
In cases where blindness doesn't occur, witnessing a bright light can cause the natural pigment of the eye to disperse.
I'm assuming the shot to the head was bright enough to cause this.
