Anyone ever got this encounter on PS3? Just wondering if it's a bug, or just very rare.

i think its bugged. gone to great lengths to get this encounter on many characters and have had no luck.

It is bugged. I don't think we were meant to receive this as a quest. One of the refuges in the encounter looks like Jowan and another has an older woman's voice with the a face that doesn't match her age.
