Yeah - i think this has gone a little bit too far. Why do all these kind of questions that people demand an "immediate answer" to always ask over the weekend or over public holidays. check the Mass Effect Galaxy page on the ME Wiki; it's explicitly stated that Jacob and Miranda will initiate dialog regardless of whether or not you've played Galaxy.
In other words, no exclusive reward was actually implemented in ME2.

ME2 is a huge project. Small bugs like this are bound to creep in.
